Kiev must withdraw troops from southeastern regions of Ukraine and rebels must stop offensive to stop bloodshed, Russia’s President Vladimir Putin says. He and Ukrainian leader Petro Poroshenko discussed "a ceasefire regime." President Putin has outlined a seven-point plan to stabilize the situation in the crisis-torn east of Ukraine.
“On my way here from [the city of] Blagoveschensk to Ulan-Bator [Mongolia], I outlined some ideas and plan of actions. It’s here, but in handwriting,” Putin told reporters.
1. Militias should cease military advances in the Donetsk and Lugansk Regions.
2. Pro-Kiev armed forces should withdraw to a distance that excludes the possibility of shelling settlements.
3. Implement full and objective international control over ceasefire observation and monitoring.
4. Exclude the use of combat aircraft against civilians and villages.
5. Prisoner/captive-exchange via an ‘all-in-all’ formula, without preconditions.
6. Humanitarian corridors for refugees movement and delivery of humanitarian aid across Donetsk and Lugansk Regions.
7. Direct repair-crew access to destroyed social and transit infrastructure with supportive aid.
Putin expressed hope that final agreements between Kiev and militia in southeastern Ukraine could be reached and secured at the coming meeting of the so-called contact group on September 5.
“I hope the leaders of Ukraine will support the anticipated progress in bilateral relations,” Russia’s president said.
He called on Ukraine to take an active part in the work of the contact group “for a final and comprehensive settlement of the situation in the southeastern Ukraine, of course, with full and unconditional assurance of the legitimate rights of the people who live there.”
Commenting on the phone call with the Ukrainian president earlier on Wednesday, Putin stressed that their “views on ways to resolve the conflict are aligned.”
So far, attempts at temporary ceasefires between Kiev and self-defense forces in the past months have failed to bring about any improvement in the situation in southeastern Ukraine. Each time fighting has continued, with both sides blaming each other for breaking the truce.
2,593 people have died in fighting in eastern Ukraine since mid-April, the UN reported last week.
The military conflict that started this spring has displaced over a million Ukrainians, with the majority of them finding refuge in Russia. -RT.com

According to newly published documents, the National Security Agency has built a “Google-like” search interface for its vast database of metadata, and the agency shares it with dozens of other American intelligence agencies. The new documents are part of the Snowden leaks and were first published on Monday by The Intercept.
The new search tool, called ICREACH, is described in an internal NSA presentation as a “large scale expansion of communications metadata shared with [intelligence community] partners.” That same presentation shows that ICREACH has been operational since the pilot launched in May 2007. Not only is data being shared to more agencies, but there are more types of such data being shared—ICREACH searches over 850 billion records.
New data types being shared include IMEI numbers (a unique identifier on each mobile handset), IMSI (another unique identifier for SIM cards), GPS coordinates, e-mail address, and chat handles, among others. Previously, such metadata was only limited to date, time, duration, called number, and calling number.

Julian Assange plans to leave the Ecuadorian Embassy in the near future, he told a press conference at the embassy's London compound, where he's been holed up for two years. The WikiLeaks founder gave no further details.
"I am leaving the embassy soon, but perhaps not for the reasons [reported]," he told journalists, refusing to clarify what his reasons are.
Speaking at the conference, he recounted the ordeal of having to hide from prosecution in a case where for four years no charges have been leveled. This has led to a serious deterioration of his health, including heart problems.
He listed a host of reasons he believes to be at the center of the injustice taking place in his situation.
"Throughout this entire time I have not been charged," he spoke. "Europe is meant to be a place where the rule of law is respected, where basic rights are respected... but somehow a situation has developed where basic rights that we have previously universally accepted are no longer respected."
The whistleblower continues to flatly deny any rape allegations, which have not been backed up by any formal charges.
Ecuador's Foreign Minster Ricardo Patino was was also present at the conference to defend Assange. He spoke of the continuing efforts on the part of Assange's legal team and the govenrment of Ecuador to bring the situation to a close in a manner that satisfies both the Ecuadorian and the Swedish legal systems. However, they have not come to fruition.
He saw Assange's stay at the embassy as "two years of great uncertainty and lack of justice for everyone," because, while "the effective legal protection of [the whistleblower] has been breached" and no progress was made in the case, the same was true for the Swedish women who are the alleged victims at the other end.
"We continue to be ready to talk to the British and Swedish governments," Patino said. But "It is time to free Julian Assange, it’s time for his legal rights to be respected."
One of the whistleblower's closing remarks was to question exactly what kind of legacy US President Barack Obama would like to leave. -RT.com

The deadly consequences of such a war would extend beyond Russia, Europe, and the US to the entire world.
