Chronic electrical surges at the massive new data-storage facility central to the National Security Agency's spying operation have destroyed hundreds of thousands of dollars worth of machinery and delayed the center's opening for a year, according to project documents and current and former officials.
There have been 10 meltdowns in the past 13 months that have prevented the NSA from using computers at its new Utah data-storage center, slated to be the spy agency's largest, according to project documents reviewed by The Wall Street Journal.
One project official described the electrical troubles—so-called arc fault failures—as "a flash of lightning inside a 2-foot box." These failures create fiery explosions, melt metal and cause circuits to fail, the official said.
The causes remain under investigation, and there is disagreement whether proposed fixes will work, according to officials and project documents. One Utah project official said the NSA planned this week to turn on some of its computers there.

In August, Lavabit became the first technology firm to shut down rather than disclose information to the U.S. government. Lavabit owner Ladar Levison closed his encrypted email company after refusing to comply with a government effort to tap his customers' information. It is now been confirmed the FBI was targeting National Security Agency leaker Edward Snowden, who used Lavabit's services. But Levison says that instead of just targeting Snowden, the government effectively wanted access to the accounts of 400,000 other Lavabit customers.
Levison now says that since first going public, he has been summoned before a grand jury, fined $10,000 for handing over encryption keys on paper instead of digitally, and threatened with arrest for speaking out. The Justice Department began targeting Labavit the day after Snowden revealed himself as the source of the NSA leaks. October 4, 2013–Tjeerd Andringa is an associate professor of Sensory Cognition at the ALICE Institute at the University of Groningen in the Netherlands. He recently wrote a fascinating paper that provides an in-depth analysis of bureaucracy as a psychological phenomenon. The paper also lists key-features and indicators of encroaching government administration that creates virtual iron cages with papers, rules, forms and protocols.
Andringa details the driving forces of bureaucracy from the perspective of cognitive science. He explains that the authoritarian's fear of a complex world is existential, so the technocrat in charge of government or other organizations is quite ruthless in the efforts to simplify the working environment(the real world), in order to try to understand it better. He says that fear is at the root of the problem. In the second hour, we discuss further how bureaucracy applies to both conspiracies and geopolitics. We discuss how behavior drives decisions that can be categorized either as authoritarian or libertarian. A clear distinction is made between authoritarians, who favor more bureaucracy vs. libertarians, who favor no bureaucracy at all. The TPP is often referred to by critics as "NAFTA on steroids," and would establishing a free-trade zone that would stretch from Vietnam to Chile, encompass 800 million people -- about a third of world trade and nearly 40 percent of the global economy. While the text of the treaty has been largely negotiated behind closed doors and until June, kept secret from Congress, more than 600 corporate advisors reportedly have access to the measure, including employees of Halliburton, and Monsanto.
"This is not mainly about trade," says Lori Wallach, director of Public Citizen's Global Trade Watch. "It is a corporate trojan horse. The agreement has 29 chapters, and only five of them have to do with trade. In 1959 he joined the White House Army Signaling Agency and served under President Eisenhower and then under President Kennedy with an above top secret clearance. In recent days, you’ve probably heard ad nauseum that the UN’s new IPCC report claims that it is “95% certain” that humans are causing climate change.
95% is a very specific number. So where does it come from?
The IPCC uses a “likelihood scale” that assigns percentages to various phrases, ranging from “exceptionally unlikely” (0-1% probability) to “virtually certain” (99-100% probability). This sounds like it is based on a precise scientific measurement or well-defined statistical process, but when it comes to deciding how likely it is that climate change is manmade, this is in fact a subjective decision that is made by the report’s authors.
According to the IPCC: “The approaches used in detection and attribution research […] cannot fully account for all uncertainties, and thus ultimately expert judgment is required to give a calibrated assessment of whether a specific cause is responsible for a given climate change.”
In other words, the “95% probability” that is making all of the headlines is nothing more than an arbitrary number decided on in closed door meetings between the report authors. Still, it serves an important propaganda purpose in giving a veneer of scientific credibility to the decision, one that a media that never bothers to explain these decisions to you thinks you will be too stupid to figure out for yourself:

Synopsis
Phil Schneider died on January 17, 1996, reportedly strangled by a catheter/surgical tube found wrapped around his neck -- the bizarre death being dismissed by the authorities as suicide. If the circumstances of his death seem highly controversial, they are matched by the controversy over his public statements uttered shortly before his death.
Phil Schneider was a self-taught geologist and explosives expert. Of the 129 deep underground facilities Schneider believed the US government had constructed since World War II, he claimed to have worked on 13. Two of these bases were major, including the much rumored bioengineering facility at Dulce, New Mexico. At Dulce, Schneider maintained, "gray" humanoid extraterrestrials worked side by side with American technicians. In 1979, a misunderstanding arose. In the ensuing shootout, 66 Secret Service, FBI and Black Berets were killed along with an unspecified nurnber of "grays". It was here he received a beam-weapon blast to the chest which caused his later cancer; many have confirmed that a large scar indeed existed.
Schneider maintained that numerous previous attempts had been made on his life, including the removal of the nuts from one of the front wheels of his automobile. He had stated publicly he was a marked man and did not expect to live long. "If I ever 'commit suicide'," Schneider told a close friend, "I'll have been murdered."
Finally, Phil Schneider lamented that the democracy he loved no longer existed: we had become instead a technocracy ruled by a shadow government intent on imposing their own view of things on all of us, whether we like it or not. He believed 11 of his best friends had been murdered in the last 22 years, eight of whose deaths had been officially explained as suicides.
Whatever one might think of Phil Schneider's claims, it's clear that he was of particular interest to the FBI and CIA. The difference between running a business and running a city boils down to this: Try closing a local, little used fire station to save a few bucks. Outraged neighbors of all political stripes would storm the city council in protest.
Now compare that to the silence that typically follows a corporate decision to close an underperforming branch bank or a surplus warehouse.
The reactions are different and for good reason. Although corporations and governments are organizations, that may be one of the few traits they have in common. The role of a business, any business, is to make money.
Successful companies typically accomplish that by producing products that consumers want. In addition, they must continuously find ways to reduce costs to better meet the bottom line.
Although governments must respond to the desires of their constituents (consumers) by providing necessary services (products), here the path diverges because public officials, unlike those in the private sector, must balance meeting the bottom line with the expectation that they will also provide for the common good, however that’s defined.
