Richard Dolan talked about his new book, co-authored with Bryce Zabel, After Disclosure, which examines what life will be like after the reality of UFOs is revealed. Despite what has been a fruitless, decades-long fight for answers to the UFO enigma, the authors contended that disclosure is an inevitability.
"There's going to be a time, a day, a moment, an event," Dolan said, "something in which the 'powers that be' are forced to make the decision to disclose." "When they do decide they have to give it up, because events are spinning out of their own control, they'll try to manage it, even as it goes public." Having looked at the various possible scenarios where UFO disclosure becomes such a necessity, they determined that an incontrovertible, mass UFO sighting recorded by modern technology would be the most likely event.
Detailing how he thinks they think UFO disclosure would unfold, the authors speculated that the announcement may occur on a Friday afternoon. They theorized that this timing would be used to off-set a potentially catastrophic stock market reaction and to also allow for the general public to use the weekend to digest the stunning news.
The duo traced the disclosure announcement from the first day, which they foresee as a time of confusion and potential panic, to the first week, when people would begin asking questions about why and how this news remained secret for so long. This call for accountability, they said, would result in a paradoxical relationship between society and the media, military, and government, where they would be blamed for "missing" the story but also looked to for answers and protection.
Ultimately, Zabel and Dolan put forward the idea that, while the first post-disclosure year would be "a bumpy ride," society will eventually stabilize as it becomes acclimated to the new world that has emerged from beneath the veil of secrecy.

Richard M. Dolan was born in Brooklyn, New York, in 1962. He holds an MA in History from the University of Rochester and a BA in History from Alfred University. He earned a Certificate in Political Theory from Oxford University and was a Rhodes Scholar finalist. Prior to his interest in anomalous phenomena, Dolan studied US Cold War strategy, Soviet history, and international diplomacy.
In 2000, he published a 500-page study, UFOs and the National Security State. This is the first volume of a two-part historical narrative of the national security dimensions of the UFO phenomenon from 1941 to the present. Included are the records of more than fifty military bases relating to innumerable violations of sensitive airspace by unknown objects, demonstrating that the US military has taken the topic of UFOs seriously indeed.
Apollo 14 astronaut Dr. Edgar Mitchell has called Dolan's book "monumental," while Dr. Hal Puthoff, Director of the Institute for Advanced Studies at Austin, has declared it to be "a must-read for serious students in the field."Dolan has published numerous articles on anomalous phenomena, science, and the intelligence community for UFO Magazine. October 24, 2010–Richard Dolan and Bryce Zabel, talked about their new book After Disclosure, which examines what life will be like after the reality of UFOs is revealed. Despite what has been a fruitless, decades-long fight for answers to the UFO enigma, the authors contended that disclosure is an inevitability. "There's going to be a time, a day, a moment, an event," Dolan said, "something in which the 'powers that be' are forced to make the decision to disclose." From there, Zabel surmised, "when they do decide they have to give it up, because events are spinning out of their own control, they'll try to manage it, even as it goes public." Having looked at the various possible scenarios where UFO disclosure becomes such a necessity, they determined that an incontrovertible, mass UFO sighting recorded by modern technology would be the most likely event.
Detailing how they think UFO disclosure would unfold, the authors speculated that the announcement may occur on a Friday afternoon. They theorized that this timing would be used to off-set a potentially catastrophic stock market reaction and to also allow for the general public to use the weekend to digest the stunning news. The duo traced the disclosure announcement from the first day, which they foresee as a time of confusion and potential panic, to the first week, when people would begin asking questions about why and how this news remained secret for so long. This call for accountability, they said, would result in a paradoxical relationship between society and the media, military, and government, where they would be blamed for "missing" the story but also looked to for answers and protection. Ultimately, Zabel and Dolan put forward the idea that, while the first post-disclosure year would be "a bumpy ride," society will eventually stabilize as it becomes acclimated to the new world that has emerged from beneath the veil of secrecy.

April 14, 2011–UFO historian Richard Dolan commented on the FBI's newly posted 1950 memo that recounts the discovery of flying saucers and aliens in New Mexico, as well as discussed various UFO cases, and the field of ufology. The Hottel memo, released through the FBI's new public online 'Vault,' was actually studied earlier by people such as Bruce Maccabee back in the 1970's when he obtained it through FOIA, Dolan noted. The description seems to relate more to the Aztec, NM 1948 UFO crash than the one that took place in Roswell, a year earlier, and the informant in the memo may have based his information on a Silas Newton lecture about the Aztec incident, given in 1950, said Dolan. Dolan pointed out that there have been other intriguing formerly classified documents that have surfaced such as a memo from December 1952 written by H. Marshall Chadwell of the CIA's Scientific Intelligence Dept. In it, he warned of UFOs "that are not attributable to natural phenomena" appearing near sensitive installations.
Dolan described an incident he recently heard about from a military witness to an event that occurred off the USS Saratoga in 1987 when it was stationed in the Bermuda Triangle. An aerial object approached the ship and jets were scrambled to intercept. One of the planes exploded, and after the UFO disappeared, a bearded man was seen on the ship walking through the bulkhead of the ship, like he was walking through a wall. Dolan also posited his theory that a "breakaway civilization" exists; a group in the classified/black budget world that's been able to employ clandestine and advanced technology in order to live off-world or underground.

"If you believe that UFOs are real and you believe there is a cover-up," Dolan observed, "then the logical question is 'what happens if that secrecy were to end?'" While they did not put a timetable on when such revelations could happen, Zabel expressed optimism that disclosure could occur in his lifetime and was "pretty darn sure" that his children will see such a historic day.
Dolan theorized that the two most likely scenarios to fuel disclosure are either a mass sighting witnessed by many people and documented in many forms or a major 'Wikileaks' type of revelation. From there, Zabel suggested that the undeniable nature of the event could lead to documents being released as well as whistle blowers and foreign countries speaking out about the phenomenon, thus creating unstoppable momentum which builds towards official disclosure. "That may be the ultimate scenario," he mused, "where it's a little bit of everything." Once disclosure happens, Dolan said, the massive infrastructure of secrecy will become revealed to the public and the "intellectual elite" will be questioned as to how they could have overlooked the UFO phenomenon.
In looking at other potential events in the aftermath of disclosure, the pair stressed that how the world reacts to the news may have more to do with human nature than the actual revelation itself. In the immediate days following disclosure, Zabel surmised that there will be a period of self-induced panic by the general population as stores are emptied and communication systems are jammed. Dolan was skeptical of the idea that the destruction of the files was merely a bureaucratic mix up, since, in the United States, the Roswell files suffered a similar fate. However, he also speculated that the disappearance of the files may have had less to do with UFOs and more to do with the nuclear weapons that were secretly being stored at the Bentwaters base, a fact which the UK government continues to deny to this day.
"The clock is ticking on it. It cannot last forever," Dolan mused about the secrecy surrounding UFOs. While he stressed the inevitability of disclosure, he theorized that it would only happen if the government was forced to reveal the truth about UFOs. The two scenarios he sees as most likely causing this to happen are either a major sighting of a UFO that cannot be attributed to Earthly technology or a Wikileaks-esque revelation of "a damning statement that attests to the reality of this that cannot be denied." The following is a voicemail recording sent to Richard Dolan from early February 2019 from a City Manager’s office in response to a citizen query about 5G installations being constructed in various locations of the city.
The name of the city employee individual has been removed, as has the name of the resident and the city itself in order to preserve anonymity. The voice of the individual has been altered as well.
This statement reflects a nationwide development within the U.S., and indeed throughout most of the world. This is posted this with the express permission of the person who sent it.

“Good morning [blank]. My name is [blank]. I am the administrative assistant for the city manager’s office in [city name]. And I’m returning your call with your question about 5G.
Unfortunately, state regulations have been passed in such a manner that the city of [blank] has no leverage or no control over what happens with 5G.
Cellular companies are allowed to post the small 5G units on existing towers around the city, and all they need to do is apply for a permit. there’s no type of hearing.
And the cell companies are not responsible for telling the city anything about when those sites are activated. So the city really has no involvement and no information about what’s happening with 5G, other than the fact that from time to time the cell company will apply for a permit.
So there’s really no other information that we can give you. I’ve talked to city planning and several other people, but the legislation that was passed in the state and on the federal level have kind of taken all of that out of the city’s hands.

"The U.S. government has no evidence that any life exists outside our planet, or that an extraterrestrial presence has contacted or engaged any member of the human race," wrote Phil Larson of the White House Office of Science & Technology Policy. The message was in response to Stephen Bassett's petition posted on the We the People website calling for governmental UFO/ET disclosure. Though their response was "sophomoric," this is the first time the White House has made a public policy statement on this topic-- in the past, they let the Air Force do it, explained Dolan.
To say there is no evidence for the UFO phenomenon, "flies in the face of hundreds, and really thousands of pages of documents that the US government itself is responsible for," which show that something is definitely going on, he pointed out. They could have said this is a valid phenomenon that deserves more attention than its received, but the govt. wants to avoid addressing such topics as alien abduction and secret recovered technology, he continued. Dolan also talked about well documented UFO incidents, such as a case written up by the Coast Guard, which occurred in March 1988 over Lake Erie, in which an aerial object hovered over the frozen water, and caused the ice to break.
